Turn the incidence meter around. Then positive is up.

The meter reads according to how you use it. Positive is up regardless.

For plywood in 1/8" and greater, go to a decent lumber yard. If they don't have it in stock, they'll be able to order you Balic Birch plywood. It's high grade plywood in 5'x5' sections. Maybe $30...

I have no idea what the correct incidence is :) On the plans it's called out as +2deg. On the plans, it measures as +1/2deg. I believe it's generally measured relative to the thrust line of the...

First, think about proper capitilization and just a touch of punctuation. Please :) Your post was very hard to read.
