I built a Perigee from the PassTime short kit. It's pretty close to the original plans, including a built-up rudder vs the DeBolt flat sheet. Maybe this will help...

Regarding my Perigee's flight characteristics, although fast, it is not a rocket by 80's pattern standards. It is very flyable, similar to a Kaos 40. I believe the problems that were attributed to it...

FB,

I'm sure the rudder was quite effective. As I recall, my Sterling Mambo had a small rudder, and it flew just fine. Barrel rolls, even!
