What is the correct stitch spacing for the rib stitching in quarter scale? Also, for 1/5 and 1/6 scale. And would the space be the same on the tail surfaces?

Bill,
Having not built the Pica Waco, nor studying the plans, I had no idea that the design was not as robust as the Skybolt. For that reason I would be inclined to agree with you.
