10-24 nylon bolts should work fine for the stab. I don't personally like tapping ply. I suggest you harden the threads...

I used epoxy and it held just fine. Do yourself a favor and get a better control horn for the rudder. If the rudder connection fails the plane will go into a death spiral that you cannot recover...
